SYNOPSIS

     Requires electric and gas public utilities to file maps and information concerning utility infrastructure with municipal emergency management personnel.

An Act concerning electric and gas public utility infrastructure and supplementing Title 48 of the Revised Statutes. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1. “Board” means the Board of Public Utilities or any successor agency.

     “Electric circuit map” means a map in print or electronic form that depicts the entire electric distribution system within a municipality and allows a user to follow the electric circuitry of each individual street of that municipality.

     "Electric distribution system" means that portion of an electric system which delivers electricity from transformation points on the transmission system to points of connection at the premises of electric public utility customers.

     “Public utility” means a public utility, as that term is defined in R.S.48:2-13, providing natural gas service to end users within this State or that transmits and distributes electricity to end users within this State.

 

     2.  a.  Within ninety days after the effective date of P.L.    ,                c.    (C.        ) (pending before the Legislature as this bill), and once every calendar year thereafter, each electric public utility shall file with the office of emergency management or municipal emergency management coordinator, as appropriate, of each municipality within its service territory, a copy of its electric circuit map and other information, as appropriate pursuant to board regulation, concerning the location of its electric distribution infrastructure within that municipality.  The electric circuit map and distribution infrastructure information shall be provided in a format that may be reasonably understood by a person who does not possess special knowledge concerning electric distribution systems or the electric utility industry.           

     b.    The provisions of this section shall not affect any board regulation requiring an electric public utility to maintain an outage management system which is capable of digitally mapping the utility’s electric distribution system.

 

     3.  a.  Within ninety days after the effective date of P.L.    ,              c.    (C.        ) (pending before the Legislature as this bill), and once every calendar year thereafter, each gas public utility shall file with the office of emergency management or municipal emergency management coordinator, as appropriate, of each municipality within its service territory, a map depicting the route and location of its gas mains and pipelines within that municipality and other information, as appropriate pursuant to board regulation, concerning the location of its natural gas distribution system within that municipalityThe pipeline map and gas distribution system infrastructure information shall be provided in a format that may be reasonably understood by a person who does not possess special knowledge concerning natural gas distribution systems or the gas public utility industry.    

     b. The provisions of this section shall not be construed to modify or interfere with the enforcement jurisdiction of the United States Department of Transportation with regard to the operators of interstate pipelines.

 

     4. This act shall take effect 60 days following enactment. 

 

 

STATEMENT

 

     This bill requires that each electric and gas public utility file, with emergency management personnel in each municipality within its service territory, maps and information concerning the utility’s infrastructure located within the municipality. The maps and information must be filled within 90 days of the bill’s effective date and each calendar year thereafter.             

     Each electric public utility will file its electric circuit map and other information concerning the location of its distribution infrastructure within the municipality.  Each gas public utility will file a map depicting the route and location of its gas pipelines within that municipality, and other information, concerning the location of its natural gas distribution system within the municipality. The maps and information shall be provided in a format that may be reasonably understood by a person who does not possess special knowledge concerning electric distribution, natural gas distribution systems, or the electric or gas public utility industry.
