SYNOPSIS

     Requires anticipation of parking fees in county and municipal budgets.

An Act concerning the anticipation of parking fees in county and municipal budgets and amending N.J.S.40A:4-23 and N.J.S.40A:4-26.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    N.J.S.40A:4-23 is amended to read as follows:

     40A:4-23.   The anticipated revenues shall be classified as  "surplus anticipated", "miscellaneous revenues", "receipts from delinquent taxes", “revenues from parking fees”, and "amount to be raised by taxes to support municipal budget appropriations".

     In parallel columns to the right of the several items of anticipated revenues, the following shall be stated:

     a.     The amounts estimated to be realized from the several items of revenue in the current fiscal year.

     b.    The amounts anticipated from the same source in the preceding year.

     c.     The amounts actually received in cash or realized in accordance with regulations of the local government board during such preceding year.

     2.    N.J.S,40A:4-25 is amended to read as follows:

     40A:4-25.   "Miscellaneous revenues" shall include such amounts as may reasonably be expected to be realized in cash during the fiscal year from known and regular sources, or from sources reasonably capable of anticipation, and lawfully applicable to the appropriations made in the budget, other than dedicated revenues, revenues from taxes to be levied to support the budget, receipts from delinquent taxes, and surplus.  Miscellaneous revenues stated in the budget shall be classified according to their respective sources. Revenue derived from parking fees shall be a miscellaneous revenue and shall be set forth as a separate line item in the budget.

     3.    This act shall take effect immediately and shall apply to county and municipal budgets introduced after the effective date of this act.

 

 

STATEMENT

 

     This bill would require that county and municipal revenue derived from parking fees shall be anticipated in the budget, and


shall be classified as a miscellaneous revenue and set forth as a separate line item in the budget.

     This bill would require municipalities and counties to state revenues derived from parking fees in their annual budget submissions to the Division of Local Government Services in the same manner as parking authorities are currently required to report this category of revenue in their annual budget submissions to the division.
