SYNOPSIS
Urges the announcement and posting of athletic codes of conduct on signs at youth sporting events.

An Assembly Resolution urging the announcement and posting of athletic codes of conduct on signs at youth sporting events.
Whereas, A significant number of New Jersey’s students, parents, coaches and school officials participate in sporting events organized by school boards and youth sports team organizations for educational, health and recreation purposes; and
Whereas, The Legislature enacted P.L.2002, c.74 to authorize New Jersey’s school boards and youth sports team organizations to establish athletic codes of conduct to minimize the incidence of misconduct such as verbal or physical assaults aimed at persons attending sporting events, thereby ensuring that parents, coaches and school officials receive the full benefits of safe participation in sports activities; and
Whereas, A conspicuous and frequent reiteration of the rules established by an athletic code of conduct, posted on signs at each sporting event, may deter spontaneous, reprehensible violations of athletic codes of conduct or other unsportsmanlike behavior and ensure the safety of persons at sporting events; and
Whereas, A verbal announcement to the participants, their supporters, and other attendants at the commencement of sporting events would provide an additional reminder to those in attendance of the rules established by an athletic code of conduct; now, therefore,
Be It Resolved by the General Assembly of the State of New Jersey:
1. This House urges New Jersey’s school boards and youth sports team organizations, with the assistance of the Attorney General or local police units, to post conspicuous signs at each sporting event in order to emphasize to students, parents, coaches, school officials and other attendants the rules and penalties provided for under any adopted athletic code of conduct.
2. This House urges New Jersey’s school boards and youth sports team organizations to make a verbal announcement to the participants and other attendants at the commencement of sporting events to provide a reminder to those in attendance of the rules established by an athletic code of conduct.
3. Copies
of this resolution, as filed with the Secretary of State, shall be transmitted
by the Clerk of the General Assembly to the Attorney General, the Commissioner
of Education, each board of education, and the mayor or other chief executive
of each municipality.
STATEMENT
This Assembly resolution would urge New Jersey’s school boards and youth sports team organizations, with the assistance of the Attorney General or local police units, to post conspicuous signs at each sporting event in order to emphasize to students, parents, coaches, school officials and other attendants the rules and penalties provided for under any adopted athletic code of conduct. Posting an athletic code of conduct on signs at sporting events would remind those in attendance of the importance of responsible conduct and ensure that youth sporting events remain a safe and wholesome activity, especially for students.
This resolution also urges New Jersey’s school boards and youth sports team organizations to make a verbal announcement to the participants and other attendants at the commencement of sporting events to provide a reminder to those in attendance of the rules established by an athletic code of conduct.
