SYNOPSIS
Prohibits public institution of higher education from using State funds in excess of $10,000 to pay fee of commencement and other speakers.

An Act concerning 1[commencement]1 speakers at public institutions of higher education and supplementing chapter 3B of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. A public institution of higher education shall not use State funds 1in excess of $10,0001 to pay an individual 1[to deliver] for any speaking engagement at or hosted by the institution, including1 the commencement address at any graduation ceremony conducted by the institution. In the event that an institution violates the provisions of this section, the State Treasurer shall debit from the institution’s State operating aid an amount equal to the amount paid by the institution to the 1[commencement]1 speaker.
2. This act shall take effect immediately.
