SYNOPSIS
Amends Fiscal Year 2018 annual appropriation act to ensure involuntarily furloughed State employees receive retroactive salary payments for State government budget shut down.

An Act to amend "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2018 and regulating the disbursement thereof," approved July 4, 2017 (P.L.2017, c.99).
Be It Enacted by the Senate and the General Assembly of the State of New Jersey:
1. The following language provision is added to P.L.2017, c.99, the annual appropriation act for fiscal year 2018:
97. Notwithstanding any provision of law, rule, regulation, or order to the contrary, for the period of emergency established pursuant to Executive Order No. 228 issued by the Governor on June 30, 2017, any involuntarily furloughed Executive branch, Judicial branch, or Legislative branch employee shall promptly receive their full salary or wage payment despite the shut down of State programs and functions during that period of emergency.
2. Section 97 of P.L.2017, c.99, the annual appropriation act for fiscal year 2018 is amended to read as follow:
[97.] 98. This act shall take effect immediately and shall be retroactive to July 1, 2017.

STATEMENT
This bill amends the annual appropriation act for fiscal year 2018 to ensure that all involuntarily furloughed State employees under the three day implementation of the Governor’s Executive Order No. 228 shall receive their salary or wage payments for the period of State government shut down from July 1 through July 3, 2017.
