SYNOPSIS

     Permits MVC to issue courtesy license plates that exclusively contain numbers under certain circumstances.

An Act concerning personalized and courtesy marks for registration plates, amending P.L.1959, c.56 (C.39:3-33.3), and supplementing Title 39 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Section 1 of P.L.1959, c.56 (C.39:3-33.3) is amended to read as follows:

     [The Director of the Division of Motor Vehicles] 1.  The Chief Administrator of the New Jersey Motor Vehicle Commission is hereby authorized to issue, upon application, registration plates of a particular identifying mark or marks defined by the chief administrator to be personalized marks to be displayed as provided for in [section 39:3-33 of the Revised Statutes] R.S.39:3-33, composed of [such] any combination of letters [and figures,] or letters and numbers in accordance with the identification system [as may be] requested in [such] the application, provided that the [particular] personalized identifying mark [so] requested is not then issued to and held by some other person or otherwise reserved by the [director] chief administrator.

     2.    (New section)  The Chief Administrator of the New Jersey Motor Vehicle Commission is hereby authorized to issue, upon application and approval by a member of the Senate from the legislative district within which the person resides, registration plates of a particular identifying mark or marks defined by the chief administrator to be courtesy marks to be displayed as provided for in R.S.39:3-33, composed of letters and numbers or entirely of numbers with the identification system requested in the application, provided that the courtesy identifying mark requested is not then issued to and held by some other person or otherwise reserved by the chief administrator.

 

     3.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill permits the Chief Administrator (chief administrator) of the New Jersey Motor Vehicle Commission (MVC) to issue, upon application and approval by the Senator from the legislative district within which the person resides, courtesy license plates that may be composed of a combination of letters and numbers or only numbers,

provided that the requested combination is not issued to or held by another person or otherwise reserved by the chief administrator.  The bill also amends existing law to clarify that personalized license plates may be composed of a combination of letters or letter and numbers, provided that the requested combination is not issued to or held by another person or otherwise reserved by the chief administrator.

     Current law provides for the issuance of courtesy license plates that contain a combination of three letters and a number one through 20 and current MVC policy requires that the courtesy plates be approved by the Senator from the legislative district within which the person making the application resides.  This bill would allow a person to request courtesy license plates that exclusively contain numbers.
