SYNOPSIS

     Establishes criteria for distribution of Fiscal Year 2020 funding to Community Food Bank of New Jersey and partner organizations.

An act amending the Fiscal Year 2020 annual State appropriations act, P.L.2019, c.150.

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.    The following language provision is added to section 1 of P.L.2019, c.150, the annual State appropriations act for Fiscal Year 2020:

GRANTS-IN-AID

The amount hereinabove appropriated for the Community Food Bank of New Jersey shall be distributed to the Community Food Bank of New Jersey, Food Bank of South Jersey, Fulfill Monmouth & Ocean, Mercer Street Friends Food Bank, and Norwescap as follows:  each organization shall receive an amount of funding based on the number of food insecure households served by each organization as a percentage of the total number of food insecure households in New Jersey, subject to the approval of the Director of the Division of Budget and Accounting. Any amounts remaining shall be distributed to the Community Food Bank of New Jersey.  The percentage of food insecure households served by each organization shall be determined by the Secretary of Agriculture in consultation with the Commissioner of Health.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill amends P.L.2019, c.150, the annual State appropriations act for Fiscal Year 2020 to add a language provision governing the distribution of $7 million allocated to the Department of Agriculture for the Community Food Bank of New Jersey (CFBNJ).  The new language provision requires the funding to be divided amongst the CFBJ and four partner organizations (the Food Bank of South Jersey, Fulfill Monmouth & Ocean, Mercer Street Friends Food Bank, and Norwescap) based on the number of food insecure households served by each organization as a percentage of the total number of food insecure households in New Jersey.  The bill directs the Secretary of Agriculture to determine percentage of food insecure households in New Jersey, in consultation with the Commissioner of Health.
