Requires MVC to permit individuals with certain medical conditions to display decal on license plate.

An Act concerning decals for certain motor vehicle operators and supplementing Title 39 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The Chief Administrator of the New Jersey Motor Vehicle Commission shall permit the holder of a validated permit, driver’s license, or identification card to voluntarily indicate that the person has been diagnosed with an autism spectrum disorder. The indication made pursuant to this section shall be done in accordance with procedures prescribed by the chief administrator.
The chief administrator shall provide the holder of a validated permit, driver’s license, or identification card who voluntarily indicates that the person has been diagnosed with an autism spectrum disorder pursuant to this section with two removable, transferable, highly visible, reflective decals indicating that the driver or a passenger of the vehicle may be a person who has been diagnosed with an autism spectrum disorder. The decals shall be designed by the chief administrator in consultation with the Division of Highway Traffic Safety in the Department of Law and Public Safety. The chief administrator may charge a fee for the decals, provided that the fee does not exceed the actual cost of producing and distributing the decals. The decals shall be displayed in a manner prescribed by the chief administrator and shall be clearly visible to law enforcement officers, provided that the person in receipt of the decals may opt not to display the decals on a vehicle.
2. This act shall take effect immediately.
STATEMENT
This bill requires the Chief Administrator (chief administrator) of the New Jersey to permit the holder of a validated permit, driver’s license, or identification card to voluntarily indicate that the person has been diagnosed with an autism spectrum disorder. Any person who voluntarily indicates a diagnosis of autism spectrum disorder is to be provided with two decals to be placed on a personal vehicle as prescribed by the chief administrator. The person is not required to display the decals on the vehicle.
