SYNOPSIS

     Requires installation of certain rescue supplies on certain bridges.

An Act concerning installation of certain rescue supplies on certain bridges and supplementing Title 27 and Title 32 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    Within six months of the effective date of this section, the Department of Transportation shall install a cabinet on every bridge under the jurisdiction of the department that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     2.    Within six months of the effective date of this section, the New Jersey Turnpike Authority shall install a cabinet on every bridge under the jurisdiction of the authority that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     3.    Within six months of the effective date of this section, the South Jersey Transportation Authority shall install a cabinet on every bridge under the jurisdiction of the authority that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     4.    Within six months of the effective date of this section, the Port Authority of New York and New Jersey shall install a cabinet on every bridge under the jurisdiction of the port authority that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     5.    Within six months of the effective date of this section, the Delaware River Port Authority shall install a cabinet on every bridge under the jurisdiction of the port authority that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     6.    Within six months of the effective date of this section, the Delaware River Joint Toll Bridge Commission shall install a cabinet on every bridge under the jurisdiction of the commission that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

     7.    Within six months of the effective date of this section, the Delaware River and Bay Authority shall install a cabinet on every bridge under the jurisdiction of the commission that has a total length of at least 100 feet and crosses over a waterway.  The cabinet shall include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.

 

     8.    a.     Sections 1 through 3 of this act shall take effect immediately.

     b.    Section 4 of this act shall take effect upon the enactment into law by the State of New York of legislation having an identical effect as section 4 of this act; but if the State of New York shall already have enacted such legislation, section 4 of this act shall take effect immediately.

     c.     Section 5 of this act shall take effect upon enactment into law by the Commonwealth of Pennsylvania of legislation having an identical effect with section 5 of this act; but if the Commonwealth of Pennsylvania shall already have enacted such legislation, section 5 of this act shall take effect immediately.

     d.    Section 6 of this act shall take effect upon the enactment into law by the Commonwealth of Pennsylvania of legislation having an identical effect with section 6 of this act; but if the Commonwealth of Pennsylvania shall already have enacted such legislation, section 6 of this act shall take effect immediately.

     e.     Section 7 of this act shall take effect upon the enactment into law by the State of Delaware of legislation having an identical effect with section 7 of this act; but if the State of Delaware shall already have enacted such legislation, section 7 of this act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the New Jersey Department of Transportation, the New Jersey Turnpike Authority, the South Jersey Transportation Authority, the Port Authority of New York and New Jersey, the Delaware River Port Authority, the Delaware River Joint Toll Bridge Commission, and the Delaware River and Bay Authority to install a cabinet on every bridge that has a total length of 100 feet or more and crosses over a waterway.  The cabinet is required to include a rescue tube and life jacket that a first responder may use to rescue a person from drowning.
