SYNOPSIS
Adds two employees to boards of trustees of State colleges and county colleges.

An Act concerning the boards of trustees of State colleges and county colleges and supplementing chapters 64 and 64A of Title 18A of the New Jersey Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. a. The board of trustees of any State college or university established pursuant to chapter 64 of Title 18A of the New Jersey Statutes shall have two members who are employees of the college or university and who shall be appointed by the Governor from a list of candidates recommended by the labor organizations that represent the employees.
b. Each employee member shall serve a term of two years, except that of the initial selections, one member shall serve a term of one year and one member shall serve a term of two years. In the event that the employees of the State college or university are represented by more than two labor organizations, the employee members shall be recommended to the Governor based on an agreement among the labor organizations.
c. An employee member shall have full voting rights, provided that the member shall not participate in any matter affecting the employment or terms or conditions of employment of an employee of the college or university.
2. a. The board of trustees of any county college established pursuant to chapter 64A of Title 18A of the New Jersey Statutes shall have two members who are employees of the college and who shall be appointed by the Governor from a list of candidates recommended by the labor organizations that represent the employees.

In the event that the employees of the county college are represented by more than two labor organizations, the employee members shall be recommended to the Governor based on an agreement among the labor organizations.
c. An employee member shall have full voting rights, provided that the member shall not participate in any matter affecting the employment or terms or conditions of employment of an employee of the college.
3. This act shall take effect immediately.
STATEMENT
This bill provides that the
board of trustees of any State college
or university established under chapter 64 of Title 18A of the New Jersey Statutes and the board of trustees of any county college will have two members who are employees of the college or university and who will be appointed by the Governor from a list of candidates recommended by the labor organizations that represent the employees. An employee member would serve a term of two years, except that the initial terms would be staggered. In the event that the employees of the State college or university or county college are represented by more than two labor organizations, the employee members will be recommended to the Governor based on an agreement among the labor organizations.
An employee member would have full voting rights, but could not participate in any matter affecting the employment or terms or conditions of employment of an employee of the college.
