SYNOPSIS

     Requires NJT to implement enhanced security measures at train stations.

An Act concerning public transportation safety and supplementing P.L.1979, c.150 (C.27:25-1 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  a.  The New Jersey Transit Corporation shall conduct a survey of the security measures in place at the corporation’s rail stations on the effective date of this act and prepare a report detailing the security measures in place at each rail station, which report shall identify insufficiencies in the corporation’s security at each rail station.  Within 12 months of the effective date of this act, the corporation shall transmit the report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), the Legislature.  The report shall not be made public.

     b.    Within 18 months of the effective date of this act, the corporation shall commence a program to improve and maintain security at its rail stations, including the provision of enhanced security screening where appropriate.  Within 24 months of the effective date of this act, and once every five years thereafter, the corporation shall transmit a report to the Governor and, pursuant to section 2 of P.L.1991, c.164 (C.52:14-19.1), the Legislature that details the security measures at each rail station, including any changes or improvements to security that have been made at each rail station since the corporation’s most recent report pursuant to this subsection.  A report prepared pursuant to this subsection shall not be made public.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the New Jersey Transit Corporation (NJ Transit) to conduct a survey of security practices at NJ Transit rail stations and to issue a report detailing the security measures in place and identifying insufficiencies in security.  The bill also requires NJ Transit to commence a program to improve and maintain security at its rail stations, including enhanced security screening where appropriate.  The bill requires NJ Transit to submit a report once every five years to the Governor and the Legislature that details the security measures at NJ Transit rail stations and the changes or improvements that have been made since the last report.  Reports prepared pursuant to the bill are not to be made public.
