SYNOPSIS

     Changes membership of Budget and Labor Committees; clarifies that bill or resolution may be listed on committee agenda for purposes of amendment.

An Assembly Resolution concerning committees and amending rules 10:1, 10:9, and 10:12 of the General Assembly. 

 

     Be It Resolved by the General Assembly of the State of New Jersey:

 

     1.  Assembly Rule 10:1 is amended to read as follows:

            10:1.                Committees and Membership.

           The following Standing Reference, Administrative and Joint Committees shall be appointed by the Speaker at the commencement of each annual session.  The number of members of the General Assembly on each committee is indicated by the number following the name of the committee.

     2.  Assembly Rule 10:9 is amended to read as follows:

     10:9.       Committee Meetings and Agenda, Notice.

           The chair shall advise the majority office and the Office of Legislative Services of the date, time, location and agenda for each committee meeting.  The Office of Legislative Services shall prepare the official notice of each committee meeting and distribute that notice to the members and the public at least five days prior to the meeting, unless, by special order of the Speaker, the five-day notice is waived.  No more than seven bills or resolutions may be considered at a committee meeting, other than an Appropriations Committee meeting, on a day when the General Assembly is in session except by special order of the Speaker.  No more than 12 bills or resolutions may be considered by the Appropriations Committee at a meeting on a day when the General Assembly is meeting except by special order of the Speaker. A bill or resolution may be considered for amendment only.

 

           3.  Assembly Rule 10:12 is amended to read as follows:

           10:12.     Actions on Bills and Resolutions.

           A committee may, on motion, report a bill or resolution without amendment, with amendment, or by committee substitute.  On motion, a committee may also table a bill or resolution or adopt an amendment to a bill or resolution.  A committee may consider a motion to amend a bill or resolution at a separate meeting from when it considers the motion to report the bill or resolution.  No motion to amend a bill or resolution or report a substitute bill or resolution shall be considered unless the amendment or substitute bill or resolution is available to the committee members in writing prior to the motion.

 

     4.  This resolution shall take effect immediately.

 

 

STATEMENT

 

     This resolution adds an additional member to both the Assembly Budget Committee and the Assembly Labor Committee. The resolution also amends Assembly Rules 10:9 and 10:12 to clarify that a bill may be listed on a committee’s agenda for the purposes of amendment.
