SYNOPSIS

     Extends Civil Service Commission employment eligible list duration for additional year.

An Act requiring the Civil Service Commission to extend the duration of eligible lists for an additional year. 

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.  Notwithstanding the provisions of N.J.S.11A:4-6, or any other law, rule, or regulation to contrary, the Civil Service Commission shall extend the duration of an open competitive, promotional, and regular reemployment eligible list that is in effect on the effective date of this act, P.L.   , c.   (pending before the legislature as this bill), for civil service employment with the State, counties, and municipalities for a period of one additional year beyond the date of its expiration.  The extension shall be in addition to the one-year extension of an eligible list that is available at the discretion of the Civil Service Commission under current law.

 

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     Under current law, the Civil Service Commission sets the duration of an eligible list, which is not more than three years from the date of its establishment, except that it may be extended by the commission for good cause and even then, a list will not have a duration of more than four years.  This bill will extend the eligible lists, which are in effect when the bill is enacted, for employment with the State, counties, and municipalities for one additional year for a maximum of five years. 

     This bill applies to open competitive, promotional, and regular reemployment lists.  Current law provides that special reemployment, police reemployment, and fire reemployment lists have unlimited duration. 

     The purpose of this bill is to assist the Civil Service Commission with the backlog created by the COVID-19 pandemic.
