SYNOPSIS

     Provides for notification to new residents regarding banned weapons.

An Act providing for notification to new residents regarding banned weapons and supplementing Title 52, Title 45, and Title 39 of the Revised Statutes, and Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.  The Office of the Attorney General in the Department of Law and Public Safety shall prepare a notice of weapons, components, and modifications thereof that are illegal or banned in the State.  The notice shall include a list of illegal or banned items and modifications, including but not limited to:

     (1) weapons;

     (2) accessories;

     (3) types of ammunition;

     (4) paraphernalia;

     (5) personal protective equipment;

     (6) barrel modification;

     (7) stock modification;

     (8) grip modification;

     (9) scope modification;

     (10) magazine modification; and

     (11) muzzle modification.

     b.    The Attorney General shall create the notice, informational graphics, pamphlets and other relevant materials, and shall ensure the notice clearly states the illegal or banned items and modifications in subsection a. of this section.  The Attorney General shall update the notice as necessary, and the fines and penalties associated with non-compliance of State law.

     c.     The Office of the Attorney General shall ensure all materials are available on its website in the five most commonly spoken languages in the State based on the most recently compiled federal decennial census.  The website shall include hyperlinks to digital and printable copies of the pamphlets and all printed materials created pursuant to subsection b. of this section.

 

     2.    All contracts and leases for residential and commercial real estate prepared by real estate licensees shall include the web address of the materials on illegal or banned weapons, components, and modifications as prepared by the Attorney General pursuant to section 1 of P.L.    , c.    (C.        ) (pending before the Legislature as this bill).

 

     3.    The Chief Administrator of the New Jersey Motor Vehicle Commission shall provide information on illegal or banned weapons, components, and modifications as prepared by the Attorney General pursuant to section 1 of P.L.    , c.    (C.         ) (pending before the Legislature as this bill) on its website.  The chief administrator shall provide a link on its website to the Attorney General’s materials which shall be available to all applicants.

 

     4.    An institution of higher education within the State shall provide an online link to each enrolled student of the materials on illegal or banned weapons, components, and modifications as prepared by the Attorney General pursuant to section 1 of P.L.    ,
c.    (C.        ) (pending before the Legislature as this bill).

 

     5.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires the Office of the Attorney General to create printed and online notices, informational graphics, pamphlets, and other relevant materials regarding weapons, components, and modifications thereof that are illegal or banned in this State.  The Attorney General is required to post hyperlinks on its website to digital and printable copies of all materials created pursuant to this bill.

     This bill further requires real estate licensees to include in all sales contracts and leases for residential and commercial real estate property the web address of the materials created by the Attorney General pursuant to this bill.  Additionally, this bill requires the Chief Administrator of the New Jersey Motor Vehicle Commission to publish on its website a link to the Attorney General’s materials on illegal or banned weapons, components, and modifications.  Finally, the bill requires institutions of higher education to publish a link to the Attorney General’s online materials on illegal or banned weapons, components, and modifications on their websites.
