SYNOPSIS

     Requires birthing centers and hospitals to offer parents of newborn children opportunity to view video on dangers of drowning for infants and young children.

An Act concerning drowning and supplementing Title 26 of the Revised Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1. Every hospital that provides inpatient maternity services and every birthing center licensed in the State pursuant to P.L.1971, c.136 (C.26:2H-1 et seq.) shall offer a parent or guardian of a newborn child the opportunity to view a video, approved by the Commissioner of Health, on the dangers of drowning for infants and young children.  The Department of Health shall publish a list of approved drowning videos with links thereto on the department’s Internet website.

 

     2.  This act shall take effect 120 days following the date of enactment.

 

 

STATEMENT

 

     This bill requires birthing centers and hospitals to offer parents of newborn children the opportunity to view a video on the dangers of drowning for infants and young children.

     Under the bill, every hospital that provides inpatient maternity services and every birthing center licensed in the State pursuant to P.L.1971, c.136 (C.26:2H-1 et seq.) is to offer a parent or guardian of a newborn child the opportunity to view a video, approved by the Commissioner of Health, on the dangers of drowning for infants and young children.  The Department of Health is to publish a list of approved drowning videos with links thereto on the department’s Internet website.
