STATEMENT
The bill appropriates $2,988,859 to the New Jersey Historic Trust for the purpose of providing grants, as awarded by the New Jersey Historic Trust, for certain historic preservation projects contained in this bill.
Of the funding provided in this bill: $2,292,145 is from the “2009 Historic Preservation Fund,” established pursuant to section 20 of the “Green Acres, Water Supply and Floodplain Protection, and Farmland and Historic Preservation Bond Act of 2009,” P.L.2009, c.117, including $351,186 made available due to project withdrawals and cancellations of previously appropriated funds; and $696,714 is from the unexpended balances of constitutionally dedicated corporation business tax revenues in the Diesel Risk Mitigation Fund – Constitutional Dedication account made available for this purpose pursuant to P.L.2016, c.10 (i.e., the FY2017 annual appropriations act).
The projects listed in this bill have been approved by the New Jersey Historic Trust and the Garden State Preservation Trust.
The funding contained in this bill will be used to provide “Level I” capital preservation grants to the 25 projects listed in the bill. Capital preservation grants fund the restoration, preservation, repair, and rehabilitation of historic sites for new or continued use by nonprofit organizations or county and municipal governments. The properties must be listed or eligible for listing in the State or National Register of Historical Places. There are two levels of capital preservation grants: Level I grants of $5,000 to $150,000 and Level II grants of $150,001 to $750,000.
The bill provides that any transfer of any funds to another project, or change in project sponsor, site, or type, listed in the bill would require the approval of the Joint Budget Oversight Committee. The bill also provides that to the extent that there are funds remaining after those projects listed in this bill are offered funding, the New Jersey Historic Trust, with the approval of the Joint Budget Oversight Committee, may use those funds to provide additional funding for historic preservation projects of local government units or qualifying tax-exempt nonprofit organizations previously approved for funding pursuant to various other laws or approved for funding pursuant to this bill.
