Fiscal Impact

Annual

State Expenditure Increase

Minimal

·         The Office of Legislative Services (OLS) concludes that this bill may result in a minimal increase in costs to the Department of Health (DOH) and the Department of Law and Public Safety due to: 1) one-time expenses associated with the development of pamphlets and signs, as required under the bill; and 2) recurring expenses to print and distribute those pamphlets and signs to hospitals and satellite emergency room departments, as needed.  It is possible that the departments may utilize existing resources to fulfill the provisions of the bill, thereby minimizing or eliminating any expenditures.

·         This fiscal estimate assumes that the University Hospital, an independent non-profit legal entity that is an instrumentality of the State located in Newark, and the Bergen New Bridge Medical Center, a county-owned entity located in Paramus, will not incur any costs to comply with the provisions of the bill regarding distribution and posting of the information developed by the DOH and the Department of Law and Public Safety.

BILL DESCRIPTION

Under the bill, the Commissioner of Health, in collaboration with the Attorney General, is to develop, prepare, and produce pamphlets and signs containing and displaying information relating to the Victims of Crime Compensation Office.  Emergency departments located in general hospitals, as well as satellite emergency departments, are require to distribute the pamphlets to victims of crime and to post the signs in conspicuous locations.
