      The Assembly Appropriations Committee reports favorably Assembly Bill No. 6157, with committee amendments.

      Current law, P.L.2021, c.7 (C.11A:4-1.3), requires the Civil Service Commission to exempt from the requirement to take an examination for an entry-level law enforcement position a person who has successfully completed a full Basic Course for Police Officers training course at a school approved and authorized by the New Jersey Police Training commission.  A municipal or county is authorized to hire a person pursuant to the provisions of P.L.2021, c.7 (C.11A:4-1.3) upon adoption of an authorizing ordinance or resolution and a conflict of interest and nepotism policy. 

      As amended, the bill prohibits a municipal or county police department from utilizing the provisions of P.L.2021, c.7 (C.11A:4-1.3) to appoint a permanent entry-level law enforcement officer or an entry-level law enforcement officer serving in a working test period employed by another municipal or county police department. 

      The amended bill further prohibits a municipal or county police department from circumventing the intergovernmental transfer process regulations established by the Civil Service Commission governing the hiring of law enforcement officers, which require written authorization by the department from which the law enforcement officer is departing. 

 

COMMITTEE AMENDMENTS: 

      The committee amended the bill to prohibit a municipal or county police department from utilizing the provisions of P.L.2021, c.7 (C.11A:4-1.3) to appoint a permanent entry-level law enforcement officer or an entry-level law enforcement officer serving in a working test period employed by another municipal or county police department.
