STATEMENT TO

SENATE, No. 2909

with committee amendments

STATE OF NEW JERSEY

DATED:  OCTOBER 8, 2020

The Senate Transportation Committee reports favorably and with committee amendments Senate Bill No. 2909.

As amended and reported, this bill authorizes private persons to display the American flag on a bridge or overpass that travels over property of the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA), provided that the person receives permission from the authority through a permit process established by the authority and the flag is properly maintained by the person and displayed in a manner consistent with the rules and customs deemed the proper manner to display the flag.  The NJTA and SJTA are prohibited from removing any American flag displayed in accordance with the bill.

The committee amended the bill to clarify that the bridge or overpass that a person is authorized to display the American flag is to travel over the property of the NJTA or SJTA.
