SENATE COMMUNITY AND URBAN AFFAIRS COMMITTEE

STATEMENT TO

SENATE, No. 3174

with committee amendments

STATE OF NEW JERSEY

DATED:  FEBRUARY 9, 2021

The Senate Community and Urban Affairs Committee reports favorably and with committee amendments Senate Bill No. 3174.

This bill, as amended, allows for certificates of registration of certain one to two rental dwelling units to be included in current Department of Community Affairs (“DCA”) databases.

Under this bill, the Commissioner of Community Affairs may direct municipal clerks across the State to submit to DCA certificates of registration for one to two rental dwelling units, excluding seasonal rental dwelling premises rented for less than six months' duration each year, for inclusion in DCA databases.  Additionally, this bill provides that a clerk may charge a landlord a surcharge in an amount determined by the commissioner to be proportional to the cost of submitting the landlord’s certificate to the bureau.

COMMITTEE AMENDMENTS:

The committee amended the bill to provide that certificates of registration for seasonal rental dwelling premises rented for less than six months' duration each year do not have to be submitted to DCA.
