SYNOPSIS
Establishes discounted toll rate programs for senior citizens on NJTA and SJTA toll roads.

An Act concerning discounted toll rates for certain persons and supplementing Title 27 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. The New Jersey Turnpike Authority is hereby authorized and directed to establish and implement a program to provide discounted toll rates to all persons age 65 and older who have an account with the New Jersey electronic toll collection system. The discount shall be available at all hours and shall be for an amount at least 20 percent of the toll rate for persons with an account with the New Jersey electronic toll collection system. The authority may take any action that it deems necessary to implement this program.
The discounts established pursuant to this section shall be contingent upon sufficient revenues to support debt service of the authority and may be reduced or eliminated if revenues fail to meet debt service coverage ratios required pursuant to any bond agreement or covenant.
2. The South Jersey Transportation Authority is hereby authorized and directed to establish and implement a program to provide discounted toll rates to all persons age 65 and older who have an account with the New Jersey electronic toll collection system. The discount shall be available at all hours and shall be for an amount at least 20 percent of the toll rate for persons with an account with the New Jersey electronic toll collection system. The authority may take any action that it deems necessary to implement this program.

3. This act shall take effect immediately.
STATEMENT
This bill requires the New Jersey Turnpike Authority (NJTA) and South Jersey Transportation Authority (SJTA) to establish a toll discount program for persons age 65 and older who have an account with the New Jersey electronic toll collection system (NJ E-ZPass). The discount is to be available at all hours and is to be at least 20 percent of the NJ E-ZPass rate. The NJTA and SJTA are authorized to take any action necessary to implement the programs.
The discounts are contingent upon sufficient revenues to support debt service of the NJTA and SJTA and may be reduced or eliminated by the NJTA or SJTA if revenues fail to meet debt service coverage ratios required pursuant to any bond agreement or covenant.
